I lived there from 2012 until I moved back to AR last year so I can raise my daughter close to family. It's had homeless people everywhere in Manhattan the whole time. "Even in lower Manhattan" is a funny thing to say (not you but the other poster) because lower Manhattan has always had homeless people.
Despite these things, it's a very nice city. Large cities are always going to have homeless people until we figure out a better way to deal with drug addicts and the mentally ill. Majority of homeless are one or the other, many are both.
There's garbage lining the streets because there's nowhere else to put it where it can be picked up by sanitation workers. It gets lined up on the curb on trash day, so you'll always see garbage on the side of the street. That's just how it is.
Not much about the city changed significantly while I lived there (except for covid but that changed things everywhere)

The Northeastern cities (NYC, Philly, Camden, etc.) have a large population of Pan African extremists who hate non-blacks which is my there's so much black-on-asian hate crimes up there. Nation of Islam is big in the northeast.

I'm impressed by the description of height and weight., most have just said "Orange vest".
That told me that the guy was not foolish, because so many saw the orange vest and not much, if anything beyond skin color, beyond it.
Take off the vest and gas mask, and voila, you have guy on the street, going to work.
