I heard something very similar from someone in Mitch's crew when he replaced Nagin as mayor. In that case it was that not even department heads had heard from Nagin nor from anyone on his staff in something like a year or so.

frick Teedy, but it didn’t matter if the barriers were there. He drove on the side walk. There was no barrier ever on the sidewalk.

From what I understood, this is the worst anyone can ever recall. The Council has had to take on Executive Duties they really have no authority to do, but no one was going to do them. She (Teedy) is also extremely extremely paranoid.

Look at the map I posted. He wouldn't have made it more than a block off Canal if they had been deployed. It is impossible to drive down the sidewalk much further than where he went around the cop car.
