Yes. Space is generally considered to start at about 100 miles because that's roughly the altitude at which an airplane would have to fly at orbital velocities to generate enough lift to stay up.

The ISS orbits at about 250 mi. ICBMs go WAY higher than you'd imagine.

Maybe we should sneak a couple of those over Pyonyang, and then claim "wat? we dindu nuffin" when the lights go off for six months.

This is one element that NORAD has a lot of resources on. If there is a missile launch anywhere in the world they know about it almost before the missile really starts lifting off. No matter if it is in a NK launch side, or in the middle of open ocean 1000 miles from anything.

Within a couple of minutes they can determine the target, especially for an earlier model like what NK uses.

They can see it's a Pacific shot long before it leaves NK air space.

I promise you that assholes were puckered in Command a few weeks ago when multiple missiles were launched at once (single vs multi launch is widely regarded as a distinguishing mark between test shots and war ones).
