People are saying that bc there have been notable incidents of regular people, not street thugs and people close to them, being murdered. When the regular person feels more threatened than normal, we panic more and become more concerned about it. It's not as easy to dismiss murders when they happen to people like you

I think people feel it's more out of control now, because in the 80's and early 90's, respectable cities like NYC (in the 80's), and Chicago (in the early 90's) would be on these lists. While NYC and Chicago have progressed to an almost absurd level of safeness in the past two decades, NOLA has remained in the top three, up there with the popular destinations like Flint and Defroit.
