Or probably the problem was fixing one piece of pipe meant the weakest link moved to another section of old corroded pipe which then broke.

In Louisiana, in order for a local government agency to issue any bonds, they must get the approval of the state bond commission.
There is some drama between the state and the city right now, such that a bond might not get approved.
Also they need 8 billion.

I don't think the bond would ever get asked for. The repairs were in the making since at least the 60s.
