When I worked for a Gov't contractor and traveled quite a bit, we didn't have to itemize expenses for meals. We got a daily flat rate and used it as we saw fit.

And we used the same travel rules as the Gov't did.

Perhaps in theory, but not in reality. It'd be like they didn't go eat. Or if they are off duty and just grabbing a bite, it's just a citizen buying food for another citizen.

Give me a break. First off, if some random person paid for my dinner I'd gladly do 2 minutes of paperwork. Secondly, I highly doubt that everyone has to account for every freaking meal.

Homeland Security has different accounting due to fraud regulations and terrorist ties.
