My neighbor never plays loud music, but this morning he was blasting Nirvana's Nevermind loud enough that it could've been playing in my house. He played the entire album once, from start to finish, then didn't play anything else.

unfortunately, noisy neighbors are a part of living in a multi-family facility...
the only thing that I know of that is remotely effective is to see if there is a noise ordinance in your town. if so, you are in luck...just call the police every single time that you can hear the music outside of his townhouse and get a report written...soon they will get tired of you calling and kinda strongarm the guy into being sensible with his shite.
