Talked to Temple, Waller, Arlington and Austin PD. Austin said they have 500 complaints a month in the financial crimes division and don't have time to go get this shithead even after I gave them his phone number and twitter.

If the subject is a minor, it's going to be really hard to do anything about this.

I had a similar experience after picking up pizza at Domino's in Baton Rouge on Essen Lane. 3 days later someone paid a Cox Cable bill with my debit card. I got it refunded but neither Cox nor the police even bothered with the fact it would take 15 min to figure out who's bill was paid and get the Domino's schedule for the night in question.
Lesson Learned. Never let a human out of your sight your debit card.

The way the transaction was run, it would have played by the same rules as a credit card transaction. His bank will likely eat the charge in this case.
It rode the credit rails. Only way it passes as a debit transaction is if he used his PIN and the card was physically present and swiped or inserted into the machine.

That's kinda odd. Arlington has an economic crimes and ID theft unit. You'd think they would want to make an easy arrest.

I gave every PD more info than I've given here. Doesn't look like anything will be done. Now that you say that, I've got a federal prosecutor that is a friend of a friend. Gonna check that angle.

Had a couple credit fraud experiences. Called locals, FBI, etc. They usually won't do shite.
A friend who had connections put me in touch with one local cop who actually made an arrest of a punk who was trying to open new credit cards with my info. The court let him off light, but he kept committing financial crimes and eventually got a good sentence.
I alerted a materials manufacturer that a big order (over $10k) placed with them was bogus. (I received an invoice in the mail, with the goods to ship elsewhere.) They were very grateful for the call. They had already shipped once and were about to send the big order.
I gave the manufacturer the addresses and info I had gathered. The guy knew the cops were worthless and was talking like he was going to eschew Doug Lewellyn's advice and take the law into his own hands by sending a Tony Soprano type to visit. I hope he did.

This is not how any of this works. Your bank refunded your money, therefore you're no longer the victim. If the bank thinks it's worthy they'll pursue it, first locally then where it occurred. Believe me they have a LOT more resources than you do.
This appears to be high drama for you, but fair warning this is small potatoes so don't look for SWAT teams and storm troopers.

Because my card was used in these locations as well. People PayPal him money and he orders pizza for them. If you have twitter go check out @rayyswervo. He does this everyday.
