Wait, so how do you know she's moving city to city? Is she confiding this to you? Do you know what hotel and city she is in at any given time? How is she paying for the hotels? And food? And gas for the car? Are you sure she's providing food, clothing and necessary care for the four year old? Have you physically seen or talked to the child, or just taking her word that the child is fine?
I know you've said she has withdrawn money from your joint accounts, but come on, hotels and eating out are expensive and will burn through money quick. Does she have any other LEGITIMATE source of income?

This is much easier than you think. Notify your parent's bank (Wells Fargo) and initiate a fraud claim, in which they will have to sign an affidavit of fraud.
How to Report Fraud
Assuming the claim is made in a timely manner and under Wells Fargo's standard reporting policy, they will reimburse your parents, at which point your parents are made whole and no longer considered the victims. Wells Fargo is now the victim and it is then up to them to decide if they will pursue the matter or simply take the loss.
