Neighbors are a crapshoot. You can try to wait it out but people like this could very well outlast you especially with a family nearby supporting him.

I have to agree with others that this is likely a problem that will sort itself out in time.
Had a neighbor a few doors down from me in Old Metairie let their loser nephew move into their shed. Dude would climb up on the roof with a chair and listen to music at random times. Wouldn't listen to anyone trying to talk him into acting normal. He didn't last long in a nice neighborhood like Old Metairie.

God forbid your day gets interrupted for a few minutes by someone who didn't ask to be the way he is.

There isn’t much that a polite society can do with someone who has a mental condition but refuses to take their meds in order to be relatively normal. That’s on him. He had no fricking right to be a neighborhood scourge because he can’t take his meds. Take meds or be locked up. So frick you with your bullshite excuses.

Oh frick you dude. He doesn’t have to be the way he is. He CHOOSES to do so by not taking his meds. frick him too. If he won’t take his meds, he needs to be locked up some place away from the normal people.

It’s their kid/brother who is the selfish one with a mental disorder who won’t take his meds. They’re lucky the rest of the neighbors put up with him.

My brother's paranoid schizophrenic wife finally snapped and he is now dead. She had broken into places (her parents' home, their business) but had never been violent until she was. That is one mental health issue you don't want to mess around with.
