So let me get this right. Texas moves one of their crazy thug POS's to LA and government officials won't do anything about that... you don't see any irony in that?

Who said cower? I said ignore. Unless the walls of said house are paper thin or the guy has a bullhorn I don’t understand how one could hear what he was shouting? Between the TV in the house (or radio), other noise like the A/c blowing, kids doing whatever etc I doubt I’d hear anyone screaming unless they were on my front porch. If I was outside and the guy wouldn’t shut up I’d call the cops and hope he ended up tazed, probably antagonize him while I awaited their arrival to ensure it.

My grandparents used to live next to this big hollering retard. He'd walk around with his arms out like Frankenstein and kind of moan and lunge at you. Scared the piss out of me as a little kid

It would be a shame if someone ran him over while he was walking to the store one night. Especially if none of the Ring doorbell cameras were on when it happened.

Call the police and say he threatened to commit suicide.
If hes so unstable he will react poorly and end up getting into an inpatient setting where they will get him back on his meds.

I have cousins that had a neighbor with over 2 dozen dogs. They approached them about it, and the guy got aggressive. Cousins called police and they ordered him get rid of some dogs to comply with law. Went to court, and other neighbors testified.
Neighbor started cutting down trees on cousins property. Tires slashed. Graffiti on cars.
Cousin confronted them, with audio recording and the nut pushed an old lady and threatened to burn their house down.
Their house burned. Kooky guy arrested and convicted of arson.
Long way of saying… get cameras. Avoid him. Crazy people do crazy shiat.

Frustrating as hell. I feel for the guy because he's disturbed but it ain't right for my whole subdivision to put up with this BS.
You have two options.
1. Wait it out. Eventually as schizophrenics when they go off their meds do something that gets them hospitalized.
2. Since he is a paranoid schizophrenic you can try to speed up the process by parking your car in different locations on the street but facing his house. Leave your blinds open in random windows.
Personally I would recommend option 1 but it's your life so the choice is yours.
