If you want to get really nitpicky, it's a depiction of the goddess Columbia on which the Statue of Liberty is based. Columbia is a personification of the United States.

A common tool right now is equating everything “good” to democracy and everything a particular group doesn’t like as an “enemy of democracy.”
Never mind that America is not a democracy on purpose.
