Like you implied, it's a way for someone to get their hands on that redevelopment money. They'll take some money out of that, at most 40% of it will go to set up the parade and the rest goes in someone's pocket.

These people can't run a small, shitty university without blatant corruption and incompetence much less a city the size of BR. Hell, I'd bet this parade will be a shitshow because people will demand to be paid for helping set it up. There are reasons why Spanish Town is successful.
