Yeah, that quote is bizarre. The Moon has no atmosphere and less than half of Mars gravity, which of course makes it much easier to land on the Moon than on Mars. Not to mention anything that goes wrong, it's going to take anywhere between 16-24 minutes to relay the information to the probe, while the Moon would provide near instant feedback if anything goes wrong.

you can see the remnants of every mission in the high resolution photo from the Japanese lunar orbiter...you can see footprints, tire tracks and pieces of equipment
