This all about getting to the Shackleton crater. If it has the amount of water we think it does we can produce fuel. The current space race is about beating China there

it doesn't stop you from setting up shop and taking it though. That being said, the legalities of it are beyond me. As we understand fuel now, this is what we want to take control of. Hell, if you get Europa you have the whole solar system
