The Govt is providing this vaccine to minorities first as a means of racial justice. Couldn’t you also argue they are using them as test subjects??

We've had antiviral vaccines for some time. They just add the appropriate spike protein. Why do you think they were able to get it out so quick? They didn't have to start from scratch.
How many for coronavirus and how many using mRNA (for humans)?
Bush and Obama stop vaccines before testing with SARS and MERS, so that’s where ones for Wuhan initially picked up.
So Yes not from scratch but current Wuhan’s in use also a little different from most well known and used vaccines for viruses. mRNA opens some good possibilities, but i understand caution - “ Before the COVID-19 pandemic, no mRNA drug or vaccine was licensed for use in humans.” & “ It is unclear why the novel mRNA COVID-19 vaccines from Moderna and Pfizer/BioNTech have shown potential efficacy rates of 90 to 95 percent, when the prior mRNA drug trials on pathogens other than COVID-19 were not so promising and had to be abandoned in the early phases of trials.”
There are some vaccines for Wuhan using more typical approaches in development or testing.
mRNA is probably the future of viral vaccines, but that doesn’t mean enough is known about it that having concerns is being anti-vaxer or anti-science.
