Why would she believe she has a warrant? Why would she withdraw 17k without talking to you about it?
Seems like you’re getting scammed, not your wife.

The scammers did not have an accent.
Did you know that Dr. House was British?
You think a polished scammer couldn't fake or hide an accent? Or, they could be locals who got your info.
Let me help ALL of you out.
Your info is out there. It's being bought and sold by nefarious types every day.
With a little bit of work, someone with skill can have your name, info, your kids names your spouses name. Where they go to school where they work where you go to fricking church.
Police records, tax records, you name it. They can build a profile of you, know every car you ever bought, etc.
They are good, and you might not be fooled, but your wife, your mom, your kids might be. And be too scared and stupid to realize they are being scammed and to embarrassed/worried to reach out until it's too late.
So have these conversations, realize your info is compromised, and if someone "Official" calls
Tell them to send a car.

I've heard of a scam where they call the elderly and tell them their grandchild was arrested and they need x money to get them out of jail.

Again, why didn't she contact you first?
She has a history of legal issues, doesn't she?

Every scammer’s number one trick is to get you as emotional as possible, as fast as possible. Any emotion will work for their purposes. It’s a brilliant psychological trick. When you’re experiencing strong emotions, your rational brain gets overwhelmed and doesn’t work as well. Your ability to think logically and see through the scammer’s lies is less than it would be normally. If they can get you emotional before they make you suspicious, they’re much more likely to talk you into going along with their scheme.
This is also why anyone, even experts, can get scammed. You may know everything there is to know about scams, but if the scammer successfully gets you emotional, it’s much, much harder to remember any of it.
Arrest warrant scams in particular are trying to inspire fear and anxiety. They count on the fact that you’re an honest citizen and want to keep your nose and your record clean. Legal trouble is already scary because it’s complex and can have huge consequences. Getting arrested is a terrifying prospect for most people. Scammers know that getting an unexpected notice that there’s a warrant for your arrest, especially when the reason seems plausible, is going to make most people anxious and afraid. They count on this sudden news frightening you so much that it overrides your rational brain.

Looks like you have never withdrawn more than $10,000
For more than $10,000 withdrawn is reported to FinCEN. Its law. And every single bank reports its. Since you know, it’s literally financial law.
They also report to FinCEN if you come in every day and withdraw large sums. Like $5000 every day.
