And I tried contacting the college to see if he had reenrolled as he was planning, which would’ve also given access to his remaining GI bill and they would not disclose that. Actually their campus police are LAPD and the Sargent said he would need a warrant from the detective just to CONFIRM whether he was enrolled or not. Joke.

That’s the goal this week. I’ve tried, his exgf has tried. Nothing yet. It really has only recently sunk in for most despite the amount of time that has passed.

Maybe you could prove to the bank and credit card companies that you’re his family through Birth certificates and other items. Provide police reports. Just all of this, maybe a bank would if you provide all of this. Scammers wouldn’t know what his exact birth time is and have footprints of him as a baby, but mom might. Mine does. Then ask for his last transactions.

He’s partied. He was probably still partying to an extent. But He’s never had a history of hard core drug use.

This might sound ridiculous, maybe someone who knows can answer but can a relative (in this case Sampson) get power of attorney over his missing brother in order to get access to financials, etc?
Probably a stupid question but might help him get some answers. Idk I’m reaching.

Idk, I think my next move would to put out a pointed request to his peers regarding information on where he was planning to move.

Don't know if this helps but hospitals in L.A. have very specific protocols to deal with homeless/mental illness/drug abuse. Your brother may have all 3. We can't release homeless people back to the streets anymore. Maybe call again and ask if they have had any unidentified 5150 pts. You may need to contact administrative offices as he could have been discharged weeks ago to an institution or halfway house. I would also call every ICU and ask the nurse who answers the phone if there are any unidentified pts.
Also, maybe consider taking his pic around skid row to the various shelters. Even if he was on a bender it would be a place to sleep and shower with anonymity.
