I'm aware of that, but if you truly are ambitious in upward movement than all of those should be red flags that you are at the wrong company.
If you are the type that likes the government utility job and you advance due to seniority, and it's your turn than I get why you would stay.

Exactly, you may think you win a moral battle by stomping your feet and quitting but take the high road, get a better job and then leave on good terms. They still get screwed over by you leaving, it's just you win on the better job and more $.
