Always remember this policy was supported by Reagan and the GOP in order to cram all the black votes into one district.

You are. That district is direct result of the legal requirement for minority majority districts that keep shiela Jackson lees in congress.

California has an independent commission redraw their districts. Pretty sure Michigan voters voted to do the same recently. I want to say one or two other states do the same, but not sure.
