I think thats USACE's concern, that it will top 45', and the local silting condition at Morganza could cause it to be topped if not opened early, which if topped would be bad news bears for BR and NOLA.

Why would it be bad for BR if the Morganza gets over topped? Is it because they wouldn’t be able to use it?

Maybe, but Morganza opening will keep levels down in BR and NOLA.

As we just found out this morning, the river would likely overtop the structures at Morganza instead of getting higher downstream. Or that's what I would assume would occur if we are already at risk of overtopping the west bank at morganza. So unlikely we have much rise over 45 ft, right?

I think the implication is that the spillway would fail if overtopped (scouring, breakthrough, etc) and the river would permanently divert at this point.

Or maybe if the spillway gets overtopped they cant open the gates and relieve flow downstream.

What's going to be interesting in all of this is to see how the levees and structures hold up after months and months of high water putting enormous pressure on them.

Can you imagine if the Morganza fails due to scouring or a breakthrough?

considering most of the infrastructure was designed with a 50-100yr life and most have exceeded that. Sure.

Yes, essentially. If the bays aren't open its a dam for all intents and purposes. Once it gets overtopped if the gates arent open they will stay that way for the duration of the flood event.
