Because I'm sure that kid has a great father with great values and if in the home would raise the child properly through his wonderful example.

Jackass fathers aren't good fathers if they are in the home or in someone else home. This belief that if the dysfunctional fathers were at home things would be better is asinine.

I'm torn on this one. The kid does seem to exhibit some verbal and physical tics which would lead me to think the kid either has Tourette's or is on the spectrum.

That’s why when you move to the areas throughout Texas where schools are good, you’re willing to pay higher taxes.

Kids need to learn that bad things happen when they act like little shitstains.

That situation in the OP is worse than no discipline. Even poorly disciplined children that age don't act like that. That child is actively being taught anti-social behavior that will make him never have a functioning place in society, barring extreme changes. That child probably sees and hears things that no child should, and I would almost expect some kind of abuse, either active or just simple neglect. The kid is acting out for a reason.
