So he was out for a stroll in Mexico and just happened to cross paths with a drug dealer who decided to murder him?

It is not unheard of for those cartel folks to murder people not even remotely involved in the drug trade or as buyers. Some real twisted stuff if you Google around enough.

The bus story and the casino mass attack were both pretty messed up.

Guess the governor probably didn’t want to say he was robbed, probably fits the narrative better and makes people think that he was looking for drugs.

That's prime Sinaloa cartel turf. They have informants embedded in every aspect of life in those areas. They know when an outsider lands at the airport and can commit any crime they want, including murder, with absolutely no fear of repercussions. You dont have to be up to no good to get killed in that area.

I didn't think there was any question with her, that bodily fluids were swapped. Didn't her boyfriend say what she was doing?

One simply doesn't go for a stroll in Mexico, unless you're traveling through it with 40000 of your closest friends.
