last in his class at West Point, but he wasn't a general when he was killed. He was either a COL or a LTC at the time.

Vietnam: Westmoreland probably earns that title for being more political than strategically/tactically minded. But that doesn't necessarily rest entirely upon his shoulders.
Korea: I have no idea, although MacArthur did make some very dangerous statements regarding the use of nuclear weapons that he had no business making. He paid the price for it.
WWII: "Vinegar" Joe Stillwell. He completely screwed the pooch in the CBI theater, allowing it to get bogged down with chasing the Japanese through the jungles of Burma rather than getting into China and making use of bases of operation already set up and in use by the USAAF. (General Bissell - 10th AF would be a close second in regard to this as well.)
Modern era shittiest general would unquestionably be Milley. I shouldn't have to go into all the things that win him this title. Suffice it to say that he's been much more concerned about the fairness and equity image of his command than readiness to defend the country.

Every union general before 1863
Overrated:
Robert E Lee: all he did was defend against a green Union army. Couldn’t adapt as the civil war progressed and fricked up badly at Gettysburg.
Rommel: Boosted by propaganda and lost cause narrative. Ignored logistics and accomplished nothing.

He was promoted in the early American Civil War (1861–1865), to brevet brigadier general of volunteers when only aged 23.
After the war, Custer was commissioned as a lieutenant colonel in the standing Regular Army and sent west to fight in the ongoing Indian Wars, mainly against the Lakota / Sioux and other Great Plains native peoples.

Mclellan really spit the bit at Antitam.
He either didn't dispatch scouts or didn't listen to them regarding crossing the river. He stalled his army when the river almost all around him was around 4 feet deep at it's deepest depth.

Westmoreland and his "body count" were terrible.
We focus on the good ones but there were some really terrible generals in WW2, really bad.

Nearly every American general at the start of WW1 and WW2 with a few notable exceptions. Every “great” general has had very questionable moments including Rommel and Patton. Napoleon was pretty lackluster for the second half of his career, eventually technology and the nature of warfare catches up to everyone
