Mechanic help needed - wife's car makes a weird noise that I can't pinpoint

A couple months ago I changed the oil in her car, a Honda Accord. It lost some oil after I changed it because I didn't put the filter on tight enough so I added a little more. I got distracted while adding more and ended up adding too much so I removed some until the level was fine again. No knocking in the engine whatsoever. Engine sounds perfect when cranked up.
Roughly a week or so later it started making this weird winding/humming noise somewhere under the hood. I can't tell if it's coming from the engine or if something's wrong with the tires - or if it's something else. When I drive it, the noise starts at around 30-35 mph and never gets any louder regardless of how much faster I drive. The noise doesn't change at all and is constant whether I'm driving 70mph or 40mph but does start to "wind down", so to speak, as I slow from 40 down to 30 until it goes away all together. I put it in neutral while driving and the noise stays the same, it doesn't go away (this leads me to believe that maybe it's not the engine but I'm no mechanic). The tires are in relatively good shape so I don't want to spend $500 on new tires just to see if that fixes the noise.
What does the OT think here - engine, tires, or something else?

Check the levels in the power steering fluid reservoir? Although I’ve heard these sounds at lower speeds for this reason...

Did you check under the seat for a vibrating two-headed dildo? Surely you would know if yours is missing.

I know the wheel bearings can be an issue with the accord. Could that be it?

Get a medium sized maul
Crank the car
Pop the hood
Stand at the front of the running car with the maul
Listen carefully
When you think you’ve identified the area that the noise is coming from, strike that area with great force
If the noise doesn’t stop, repeat the process until it does

You are gonna need to lay across the hood and get your wife to drive you at the speed needed to determine where the noise is coming from.
