The first cop you could hear was obviously much more sensible, as were the cops that showed up when he was going to blast away at a group of teens.

He wanted to put her in cuffs. She resisted. He took her down. You can't really take someone down gently when they are resisting.

If you watch the clip from 0.30 through 0.45 you'll know the cop did everything to escalate the situation.
You can see a reasonable cop handling the situation by discussing why you shouldn't run away from cops. Then other cop shows up and starts throwing people around for no reason.

that scene is all I need to see to know he acted like an arse.
He needs to realize they are kids, the emotions are high, and it's best to get the situation under control and disperse the crowd.

yup - thats probably the best contrast good vs not good police etiquette right there.
it doesnt play as exciting as the gun, but..... its probably the bigger issue than grabbing his gun while two guys are creeping up behind him.
