Also consider what is at stake here with SG. A viable ISD in the Southern part of the parish could eventually stop white flight, and young families who now leave for neighboring parishes might stay home. That would allow for more growth, more voters and yes a better chance at winning a parish wide election.
Keep in mind too that the city population hasn't hardly grown at all. That is another factor at play.
I don't think many at city hall want to see a boom in the SE part of the parish because they can't keep control. That and the private schools who oppose SG as well as the families who have kids in an EBR Magnet school. All these folks are against an ISD for obvious reasons.
Meanwhile the overall school attendance in the parish has dropped. By overall I mean both public and private schools. That means fewer young couples and families are staying home.

Does Mr Silk have a criminal record? If so, it is beneficial to have someone who has attempted to recover their life after incarceration talk to troubled teens.
HOWEVER, $9,800.00 is unnecessary and a waste. Cover travel expenses and provide lunch/dinner and maybe $250.00 for time.
It is suspect that the "contract" was just under $10k, avoiding certain IRS reporting. And it is further suspect a contract of that amount was unsigned by the mayor.
ETA: it seems this mayor has multiple weekly questionable events pop up in the news. It is only a matter of time before the hammer falls. She appears to be wreckless and doing a poor job covering her tracks. Hugh Freeze did a better job.

What many of you are missing is Broome is mayor-president of the entire parish, and that includes all the municipalities like Zachary, Baker and Central and not just the city of BR.
If SG became a city, we would still have Broome as the mayor-president and we'd still have her in control of a lot of our tax dollars either directly or indirectly.

I think one of two things is bound to happen in the next 2-3 years before the 2020 election:
- Broome continues on this path of ineptitude and frustrates the entire constituency. Opening up the door for a moderate candidate to run and win. Similar to Sandy Stimpson winning in Mobile in 2013 over the black candidate despite a similar racial and electorate makeup to EBR.
- St. George movement happens and energizies South BR to maintain, if not increase, the middle class base in the parish.
- Broome continues on this path of ineptitude and frustrates the entire constituency. Opening up the door for a moderate candidate to run and win. Similar to Sandy Stimpson winning in Mobile in 2013 over the black candidate despite a similar racial and electorate makeup to EBR.
- St. George movement happens and energizies South BR to maintain, if not increase, the middle class base in the parish.

It has nothing to do with the IRS. It would be under $10k because Louisiana probably has a law for small businesses that contracts under a certain amount can simply be awarded and don't have to go through a bidding process.

But the mayor-president, parish president, or whatever you call what we have, has a big role in how tax dollars are spent in their areas. She has more power than their mayor does. Way more power.
