Not an encampment, it was in front of the UGM (Union Gospel Mission), the big homeless shelter in that area. I used to volunteer at that soup kitchen when I was in high school. It’s sad how bad that area of downtown Salem has gotten, but it’s not a new phenomenon. That area technically has a skate park, but that has been a homeless encampment since the early 2000s.
