What time do bars close in New Orleans? I’ve woken up between 4-5 the last two morning and check the feed. Quite a few drunks still strolling around at that time.

Vast majority of the people you see here are not locals let alone Louisiana natives. They’re random tourists from all over the US. Mostly hailing from small towns in the Midwest if I had to guess.
A lot of people do just throw it down on the ground but at the same time there was always a clear lack of visible trash cans on the streets. They’re at every entrance for bars but not a lot on the actual streets.

I've never been to Mardi Gras, and I've got what might be a really stupid question -- what are the tourists doing?
I see pretty much the same amount and type of traffic walking in both directions. Are people actually going somewhere? Like are there events or attractions (other than another bar to add to your list) going on?
Or do people just wander around drinking and hoping something interesting will happen?

Don’t blame litter on the tourists. This whole state is littered with trash. Lack of receptacles may be A contributing factor, but the majority of natives of this state are just trashy, littering fools. It’s disgusting.
