Clement's sells them all put together with a bar across the front that locks in.

Ladders are 100% ok. The damn parades are for kids after all.* But don't put them right on the curb. Back them up a couple of rows so the drinks can get down front.

*I have always believed the parade is for the kids. The party before and after the parade is for the adults.

Had a family member make one for us several years ago when the kids were younger.
Retired guy who had plenty of stuff in his garage and plenty of time.
Old lawnmower back tires(bigger than the little ones in that picture)
Thicker pieces of wood for the seats
Carpet on the insides
Bar across the front with straps to hold two little kids safely in seats.

Metal ladder.

Also built a small extended step to screw into the ladder steps so the adult standing on the back would have a good flat surface to stand on instead of the little steps.

I mounted a drink holder and a spot to put a plastic tube that ran down to a bag to drop beads into.
