I think people are getting confused because they're thinking about where Burbank meets Highland and turns into Siegen; it's the other part of Burbank closer to campus where it meets Lee (think Winn Dixie, McDonald's, Raising Cane's, CVS, Walgreens). The WAFB link says they arrested the driver at Place du Plantier apartments after the passenger got out and ran at Lee & Burbank.

The link I posted has changed its title and article now says

ouisiana State Police has arrested the driver involved in an incident Wednesday at Kenilworth Parkway and Highland Road.
ETA: Bad reporting by both WBRZ & WAFB which has caused a bit of confusion.
