Man on the corner of Perkins and Balis

Not sure if this has been covered. Sort of took a pause from TD, but I was curious if anyone has any info on the guy on the corner of Perkins and Balis who sits in a lawn chair and has some sort of collection of items in a clear laundry style basket. I see him nearly everyday doesn’t appear to extremely filthy as he’s always in a different outfit but still curious if he’s just panhandling or collecting items for the less fortunate.

He’s been there over 10 years. When I left BR he was sitting in that same lawn chair. He appears to be a mixed race gentleman, just sits at Perkins and Balis all day and smiles at traffic.

See him everyday. I don't ever see him asking for anything, just sits there. I do notice people occasionally dropping things off to him and my wife said she has seen him in CC's with a laptop.

I thought he just showed up in the afternoons, which is when I usually drive by there and see him, but he was there yesterday morning at 4:00 am sleeping in his chair with this clear tent of stuff right behind him. I had always thought he lived in the area and was just a special needs person who enjoyed sitting there watching traffic. Now after seeing him there, what appears to be an all night deal I am not so sure.

Been there a long time. Used to take my Mom to Baton Rouge Clinic for treatment, she would say something every time we passed by. He doesn’t appear to be right.

I live near where he sits. Probably have passed him 3-4 times a day for years. I’ve seen about 20 people giving him money, coats, umbrellas, food, etc… over the years.
All of them have been white. Now that I’m seeing his twitter it’s all BLM and discrimination bullshite.
