Absolutely.
It's still sad though. It's not like the dude had intent, he's crazy. He's not really capable of malicious intent. He doesn't even know what's real.

On top of that he had just driven his car into the water and had to be rescued by a good Samaritan. Which is why they were on the side of Hwy. 1 to begin with. He was acting very erratically. That said, the cops were well within their rights to shoot in that situation. Their aim is a bit questionable though. I think they only hit him in the leg. I usually always side with the cops, often they only have time to react. But this situation is different.
The guy had a taser. They could have ran him down, beat him with a night stick...
