That's what his best biography says: Von Braun: Dreamer of Space, Engineer of War. Apparently, the Germans weren't happy out in the desert. The Tennessee River Valley reminded them much more of home and the government didn't have much use for the Arsenal immediately after WWII, so it was a complementary match.
