Not to hijack the thread, but in fall of '85, LSU was ~$550 per semester for a full time student (15 or more hours). Un-air conditioned Hodges was $500 per, and a meal plan was $500 per.
I was a poor so a Pell Grant gave me a check for half of that day 1 of classes. It was gone by week 3. But it was a FUN fricking 21 days. So much fun it gave Pell and them cause to take it away for the spring semester. Stupid fine print with its minimum 2.5 GPA.

I was at LSU from 2007-2011 and with TOPS I paid a little over $600/semester at the start and a little over $800/semester by the time I graduated. As the fee bill. Of course there were books and living costs.
TOPS covered the actual "tuition" line item of the fee bill. We were responsible for all the other fees. Like technology fee, excellence fee, etc.

This only applies if you went to a private school. TOPS would give you the average cost towards private tuition.
If you went to LSU it covered your tuition but not your fees. If you had one of the better TOPS awards you got an additional stipend you could use towards fees.

I was there at this time and I believe it was $800 a semester after tops on the fee bill

So about $1,500 in 1985 would be $4k today due to inflation. Rough estimate today without TOPS would be $12k. Tuition 4K, fees 2k, dorm 4K, meal plan 2k. About 3x increase. Nice.

You really want your mind blown? Going by the same inflationary math, $150K in 1985 would be $400K today. In 1985, 57 yr old head coach Bill Arnsparger made $150K for coaching LSU football.

That’s out of state tuition and fees right? $20k for in state at a school like lsu would be absolutely insane.

Maybe do some research before you speak. TOPS is a merit-based scholarship program that affords many people the ability to go to college they wouldn’t otherwise have. It’s earned with student’s hard work and good test scores, and also capped per person plus you have to meet certain requirements to keep it.
What’s caused prices to skyrocket is the entirely too easy to attain and uncapped student loan programs (federal and private) with ridiculous interest rates that predatory lenders offer to kids who don’t truly comprehend this at 18-22 y/o. And as a result of the blank checks, greed from admins leading to out of control and unnecessary payrolls and university projects. Which just cause prices to rise more.
This all started in the 80s and just got worse, TOPS wasn’t around until the late 90s.

Student loan interest rates are actually quite low compared to other lines of credit.
Let’s not forget that to get TOPS you had to apply for FAFSA. When you give a percentage of students free money, and they’re still willing to loan up to a certain amount, why wouldn’t you charge the amount you know they’ll pay + the freebie?

Half of that is room and meal plans. They're insanely high. The dorms are for part of August through first week of December and it's $3k. You can live off campus for cheaper and they don't kick you out the day after school ends.

Hard work is a stretch, but it is at it's base a merit based program. I don't believe TOPS had anything to do with actual tuition increasing though. TOPS a state program, is only for state schools, and only covers tuition....not other fees. Where I saw my fee bill increase was not really in "tuition" but in the other "fees". I think my tuition in the early 2000's was only like $1800 to $2000. But the total fee bill was typically more than double that. They can say the computer labs aren't part of the tuition and require a separate fee. Hell, I think at the end of my stay the student government had the whole lazy river fee added.

People are still paying for other peoples kids to go to school. Does not matter what the kid did, pay your own way. This is socialism at its best.
