I'm shocked this doesn't happen in East St.Louis, Illanoy

Dogs run wild, in packs down the streets. It's unreal to see that in a Metro, city area. You will see 6-8 dogs, running wild, and in a pack, searching for next meal,place to get shade, a drink,etc.

Is there a reason I am missing as to why it would have not been in the right for someone to do so.

As long as it wasn't risking shooting the woman then that's what I would expect someone, if they have a gun on them, to do.

I would be surprised if these were not pitbull mixed.
