Everyone giving a answer such as "jurisdiction statewide" have no idea what they're talking about... unless asked to State Troopers main focus is the interstate, state highways and the French Quarters

In Alabama troopers can write tickets all over the state.
Side note UA campus police have the same rules. They are state troopers as well. Saw one writing a ticket to someone in Northport the other day.
Northport is across the Black Warrior from campus.

There are 3 troopers that live in Rienzi subdivision in Thibodaux, all maybe within three blocks of each other. That might be why you are seeing them frequently. A trooper just moved in across the street from me. Adds security to the subdivision.
