I never understood how someone's parents being wealthy makes them wealthy. When did it become a requirement for parents to pay for college? Always thought it was a nice gesture if they did, but a student's parents' income should not be a factor on whether or not they need the funding.

How about we stop paying for all government employees health care and let them sign up for government health care? Not sure the total we spend on that but it has to be a couple hundred million.

Cut the whole program because some can afford to pay their own way.

Right! Whats going to happen here is the state will kill TOPs and when the economy returns use that money for More benefits for the poor. therefore keeping them poor because being poor is a lucrative business.

Just an FYI, 35k in 1989 is roughly 67k in today's dollars. So, I guess it wasn't just for the poor, because 70k is wealthy to some.

LINK Again the top 8% and 10% only includes automatic qualification. Some of those students don't even qualify for scholarships, so they pay the full tuition.

Texas also has over 110 4-year colleges compared to 30 in LA.

What do you all think of making TOPS a promissory note where you have to meet certain criteria or have to pay back all or some of the money paid for your tuition?

I was able to get TOPS in one of the first years it was put in place. I saw many people who were just giving college a "try" because it was free. When it got hard they never came back.

I would like to see it be a program that if you get the degree you don't have to pay back, but if you do not, you have to pay all or some back. Also, there should be some requirement of working in the state of Louisiana after you graduate or have to pay all or some of the tuition back. Many people went to school with the state of Louisiana paying for it then moved away for work. The goal of the program was to make a better workforce for Louisiana.

I would support both of these stipulations. It would make people think twice before taking "free" money, and would keep some of the tax payers "investment" in the state.

It doesn't seem to be a problem any more. The people who lose tops has decreased every year. Last year, it was 11% of people who claimed. I'm not sure the screwing around hurts the program. Now, if we want to raise the achievement level to maintain, I think that could be beneficial.

Yep you are right, oos tuition has risen by a good bit since I was in school, and you are correct that it is one of the highest in the region.

However, I'm still not buying that we are pricing Texas students out, which appears to be your main premise. LSU oos tuition is still reasonable compared to peers, and much closer location to Texas than the other schools I think you are considering.
