There's a lot of urban legends around the Disney in SE LA story. Yes, Walt certainly looked around here (both on the NS and NOLA East).
In the end, the reason he went to Orlando was because the state offered to create the Reedy Creek Improvement District and give him complete control of that. Because it's a government agency, it can tax itself, issue tax-exempt bonds, and most importantly, control it's own inspections/public safety.
LA was not willing to give up that level of control.

I'll never believe Disney was coming to La.

I am sure Disney considered a number of sites. La was not chosen for a reason, perhaps many.
Probably many of those same reasons exist today as to why businesses don’t locate in Louisiana.
However, many ‘economic development’ efforts seem to have turned into a ‘hold-up’ job for that state.
Look at the movie tax credits. People love to say ‘that was filmed in Louisiana’ with pride. But shite, that tax incentive (that studies show is wasted) could have fixed some traffic.
If Louisiana just got right - no corruption, better schools, fair taxes, less lawsuits - businesses might come. But it ain’t ever been that way and it may never be.

I’ve always heard that Delta was going to make New Orleans their national hub but after all the politicians wanting handouts they said screw this and went to Atlanta.
