Additionally reducing the amount of criminality associated with certain acts such as shoplifting would be another improvement.
Yeah, stealing is no big deal. Should probably just involve an apology to the store owner and maybe an hour of community service in extreme cases.
Its also ridiculous that attempted murder is a felony. If anything, that's a no harm, no foul situation.

I'm glad you've got this all figured out.

I agree. The multiple bill statute is such a sledgehammer. A law with good intentions but applied--or the threat of being applied--in too many nonviolent cases. No good time makes it worse.

this is a real easy way to continue to marginalize a community that has been considered second class for a few centuries.
Kinda weird how the irish, italians, and jews are doing alright these days.
You want statistics?
Homogenous societies have less crime on average.
You can only point to so many normative variables before you address the elephant in the room.

Right off the edge of the Bible Belt. All sins are forgiven. Religion is the problem and always has been. Cut it out and clear your head of unicorns and rainbows/false gods.

I wish LA led the world in the death penalty.

The justice system fills prisons. The prisons themselves are just a reaction to the rest of the criminal justice system being out of control.
It all starts with the legislature criminalizing everything they can get their hands on.
Judge sells kids to prisons for kickbacks The POS was sentenced to 30 years, but hopefully he will rot in there.
Philly judge overturns 100+ convictions tied to rogue cops
Police dept hires cops who won't arrest fellow cops
Basically, we have corrupt cops who will lie and falsify charges to arrest you. Then you have judges who will let this go on or meet certain quotas for these for profit prisons, even using kids! Then you have police departments who screen the applicants to see if they would arrest another cop, or other departments choose not to hire cops with high IQ's.
More and more cops are just ended up being thugs with badges. How many more innocent people or animals need to be killed before we start holding these POS thugs responsible? Sure some cops are being held responsible, but most of them are not. Most of them get a paid leave and usually have the support of the police department, regardless of the video evidence. Where are all the good cops at? Why won't yall stand up for what a real cop means? Now the cops are here to protect and serve the highest bidder, usually the gov't or big corporations.

I'm not going to defend illegal searches, bad cops, or unqualified cops, but I don't believe they are the reason for the high incarceration in Louisiana. Higher salaries would attract better police recruits, but no one wants to pay for all that.

Tell everyone with a net worth of $500 to leave New Orleans then re flood it, half the problem would drown.

Because the US worships at the altar of unbridled capitalism and allows for-profit prison companies to run the prison. The economic incentive is put into place and therefore the incentive is to arrest as many people as possible so that new customers in the form of federal and state governments line up to give them the contracts. Unbridled capitalism has poisoned the soul of this once-great country.
Talk about taking stupidity to another level.

Watch The War on Weed (WEEDIQUETTE Episode 3)
to hear about how sheriffs get paid over seven times more ($25 a day compared to $3.50 a day) to take prisoners from out of their own parish than they get for their own arrests. Last year a bill was going through the system that lessened marijuana possession sentences and would have taken simple possession of pot off of the habitual offender list. It got changed up and they kept the third strike part in after the sheriffs raised hell about it.
The Benard Noble guy is most likely a true POS, but nobody should be in jail for having a joint or three, especially when anyone is making money off of it. His family's preacher is feeling it now.
If you watch it through the first 22 minutes you'll see a Richard Nixon press conference.
Clay Higgins of St. Landry Parish makes an appearance and talks about family values.

LA has a lot of bad apples due to culture and poverty but also a very powerful/influential law enforcement presence.

As the saying goes, nobody ever lost an election for being tough on crime

Educating a kid so that he can make a good living would also go a long way. Not every kid will do well in algebra, much less calculus though.
What would be wrong with taking kids that are non-scholars and teaching them a trade so they can make a living wage? Being an electrician, welder, pipefitter, carpenter, etc. is honorable work and it would leave an avenue out.
It also would create more taxpayers.

Um...the government taking away your freedom is the exact opposite of capitalism.
