It's not a small town. The highway infrastructure for a metro area that big is astoundingly shitty....especially in LP.
There is plenty of room in the market for a Juban Crossing. My argument is only that Livingston Parish should have demanded something much better. Something with white collar jobs and smaller scale retail that won't depend on attracting people (and crime) from outside of Livingston along I-12.
