Baton Rouge is not a major city on the same scale as Cleveland and shouldn't have the traffic, infrastructure, or terrible public school system that it has. Do rich white folks and Asians move out of metropolises so that their kids can go to fancy schools? Sure. But working, middle class people typically don't because they can send their kids to ok to decent public schools. Not in BR. Even those people move to AP and LP.

Perkins Rowe is a shithole. Not arguing.

Livingston doesn't need a Perkins Rowe.
We needed more everyday stores, not the niche type places that are offered in much of Perkins Rowe.
I'm pretty pleased with what seems to be developing out there. I'm not an upscale store shopper, like most people in the area.

They can't in the south (Texas is not the south) because that doesn't exist there thanks to the DOJ. In the north, they have segregated communities and community school districts, so this is possible. It is the same in nearly every city over 80,000 people that has any minority populations, like at all.
That's just the way it is. The difference is that in the south, we're not allowed to have community schools with segregated neighborhoods, we are all dragged into the same schools and people refuse to integrate voluntarily (this is true everywhere). The federal government has fought a losing war against human nature and we're living with the consequences of their social engineering. That's why up north, the people move to suburbs right outside the city limits and incorporate every few miles so that every community has it's own school district with only 1 or 2 schools so they can stay segregated but compliant.
Should Baton Rouge have the traffic and infrastructure problems it has? Absolutely not. There is a large combination of issues that caused and contributed to these issues and a massive lack of money, leadership, and political will to fix them as it involves all levels of government across multiple municipalities and parishes. There simply was too long that nothing was done to the point that the solutions are now cost-prohibitively expensive.
We are paying for poor designs and a complete lack of foresight and planning from 40 years ago. Remember that the city of Baton Rouge grew in size extremely rapidly.
In 1940, the population was less than 35,000. In 1950, it was over 125,000. By 1980, it was over 220,000. Today, EBR Parish has over 440,000 people.
Louisiana was sucker-punched with the oil crunch in the 80's. Since then, it has been an absolute chore getting any infrastructure improvements. Edwin stole the money, Foster was busy fighting a massive battle with Worker's Comp, Blanco was preoccupied with New Orleans being underwater, and the Jindal Administration squandered FEMA funds and abandoned the state while pursuing national effort. We have been left to rust for so long that the amount it will take to fix what has crumbled will be enormous.

LP is growing leaps and bounds while EBR as a whole is becoming a shithole... The only real qualitys EBR has is LSU and the seigen area... The rest is getting worse.......... The ONLY reason I go into BR is for work or a doctor visit or a LSU game......... BTW the hospitals in BR are decent with the General on Bluebonnet as the driving force...

Whats wrong with that... I assure you that most that travel the I-12 would know its better to NOT stay in BR if they need to stop... And anyone visiting BR would be better off staying in LP......

It's really hard to do destination retail in the south without having problems with riff raff....especially with such easy access from the interstate.
I'm sure the developers love it, but the people who have to live there should have demanded smaller scale, higher quality retail, tight building and sign restrictions, and minimal interstate-oriented developments.
