It's theft, plain and simple. Reporting it to the DoS is the right call. They usually won't ruin the student's life, so it's the fairest thing to do without assuming liability -the same student that will deny cheating after being caught will not hesitate to accuse you of any sort of impropriety, which probably won't cause you long-term problems other than headache but will mitigate the student's punishment and accountability.

To be fair my engineering professors openly said its ok to work together as a group. They actually encouraged it. The only caveat is that for the folks that just copied the homework were usually failing by the end of the course because they couldn't pass the tests.

One of the interesting things about these discussions is how many students seem to defend the cheater and have a knee jerk reaction of disrespect or challenging the authority of the professor. This seems like a big social change from decades ago when people viewed a teacher in K-12 or a professor in undergraduate or graduate programs as an important gatekeeper of student behavior.
You'd think people would be less supportive of the dishonest behavior but there's a group of people who seem openly the opposite.

if it is verbatim then obviously so. it becomes the intellectual property of the publisher... it would also be unethical for you to try and publish the same article in a second journal after having it published previously.

Your use of the word quote seems important. If you quote something you should quote it with the reference to avoid plagiarism

I'm not going through the thread, but I remember when I took a Scientific writing and collaboration class, my professor stated that plagirism is actually looked at as a form of flattery in other parts of the world
