Let's discuss Ascension Parish's litter problem and how it results in flash flooding

You literally can't drive anywhere in Ascension Parish without seeing an embarrassing amount of trash and other forms of litter in the ditches and in waterways. Clint Cointment ran on cleaning up AP and fixing our flooding issues but does he realize that 99% of the flooding issues in AP are a direct result of trash blocking the runoff's natural progression into drainage canals and the Amite River?
He's been in office for over a year now and I don't see a damn thing that's changed. He talked a big talk but no action, from what I can tell.
All flooding talk in the parish is centered around development resulting in higher subdivisions, which push the water into neighboring areas. Yes, of course that's true. Let's try cleaning up every single ditch in the parish, ever waterway in the parish, and institute mandatory steep fines for littering (and actually enforce them). Help the runoff caused by fast, heavy rainfall find its home in the drainage canals, rivers, and bayous across the parish. Rapides Parish has a prison worker system that should be mirrored across the state. Instead of just warehousing non-violent felons that are serving time, they put them to use doing things like weed eating highways, litter pickup, raking of parks and the military base, cleaning drainage ditches, etc.
In exchange, they feed them decent food, better visitor conditions and let them smoke cigarettes that they buy for 300% markup. The crews are out daily WORKING and behave when they are locked up because they see this as a privilege over complete shite dog food and being caged all day.
It’s win-win. Makes sense no matter how you look at it. EBRP just keeps people locked in dorms doing absolutely nothing but devising crime plans and making connections for when they get out.

I was pleasantly surprised to recently see the huge litter problem at the corner of Causey Rd and Aikens Road was picked up.

Yes you can help alleviate the litter issue by using prisoners. But you are not curing the problem. How do you get Louisiana citizens to get some pride and stop the littering?

I think that the absolute worst thing about the south in general is litter. There is infinitely less trash on the sides of the road out west.

The nicest parts of Louisiana have as much or even more litter than lots of shitty parts of other states.

They use prisoners. I’ve seen them on 74 between bluff, toward the prison. And on bluff. Always assumed they were from Hunt

Everyone knows to drive below the speed limit on HWY 30 in St. Gabriel because their cops are notorious for writing tickets for going 2mph over the limit. AP cops could crack down on litterbugs by writing tickets and having a strict policy of not letting tickets get swiped under the rug. Make the fine a mandatory $1,000 fine and actually enforce it. Guarantee that shite would stop quickly.

I don't see it. Curbing speeding vs. curbing shite flying out of baws truck beds and throwing dip cans out the window seems orders of magnitude different in complexity.

I've only been in court for one littering ticket and the guy got off amazingly easy.
He said he didn't do it, that he would never litter, but he knew fighting what the police officer said was pointless so he would plead guilty.
The judge wouldn't take the guilty plea.
Not sure if that was the guy's intent, but it worked.
