When I worked at a PLA school we had a family resource office that kept deodorant (especially working with all boys), small bottles of shampoo/conditioner, etc. The school was in an area with a high poverty rate. So no, I wouldn't have an issue with that being provided either.

Who said that? I certainly didn't.
I will say there is no fricking way 40% of girls can't afford tampons though. I'm not a huge fan of frivolous spending.

That wouldn't surprise me at all. There's a large population of people who aren't poor enough to receive SNAP and the like, but are living paycheck to paycheck at best. It wouldn't shock me if tampons and pads are some of the things that they struggle to afford when they're trying to put food on the table.
