A hurricane can still be very strong while it’s weakening. Besides Michael which isn’t comparable to many storms because of its absolute strength the perfect example of a strengthening hurricane at landfall is Harvey. Those videos from Rockport, Tx were incredible with the ferocity of the wind.

The eye wall will be more intact and the backside won’t be deteriorated or completely missing like it is when storms are deteriorating. The more intact strengthening storm lengthens the duration of extreme impacts. You often see what looks like half of a hurricane on radar when they’re making landfall.
