the lens (they have been hitting this story hard)
The article is probably longer than most want to read, but it spells out how Ignite arranged to put the city in touch with Mastercard for the "City Card" then basically crafted the bid process later to secure the bid.

quote:
Key to the city: How a ‘pro bono’ smart cities consultancy and its partners in finance and tech worked to bring a municipal ID program to New Orleans
quote:
Documents made public as part of the council investigation show that Ignite Cities was also a central part of bringing Mastercard and MoCaFi to the city of New Orleans. And they show that the Mastercard deal has many of the same potential issues at the heart of the smart cities controversy.
quote:
Ignite first arranged for Mastercard to pitch Mayor LaToya Cantrell in Honolulu during the 2019 US Conference of Mayors. Mastercard was a sponsor of the event, and used the platform to announce the launch of its City Key program — an attempt to get cities to adopt the exact type of card New Orleans is now building.
quote:
That introduction led to a series of meetings between Mastercard and city officials. August 2019 meeting notes indicate that the city verbally agreed to pursue Mastercard’s new program. That was nearly a year before the city launched any public procurement process for a “Multi-Purpose Identification Card.”
By the time the city put out a request for bids, in July 2020, officials had already met repeatedly with Mastercard and MoCaFi to discuss the project. According to city purchasing records, MoCaFi was the only bidder.
quote:
In 2021 for example, as the city, Mastercard — an Ignite Cities partner, according to its website — and MoCaFi were negotiating several contracts, Ignite Cities CEO George Burciaga introduced New Orleans officials to City Clerk of Chicago Anna Valencia. Valencia is married to Ignite Cities’ managing director Reyahd Kazmi. Valencia helped implement a similar CityKey system in Chicago, and arranged a call with New Orleans officials to advise on how to implement it, emails show. (Valencia’s office did not respond to requests for comment.)
quote:
“In December 2021, as it was being negotiated, someone — it’s not clear who — made a note on the draft agreement related to its “non-solicitation statement,” which says that the companies involved didn’t hire any outside individual or company to help them win the contract.
“As George Burciaga and IgniteCities are involved in this project, have they received any fees related to the project?”
Although that CEA wasn’t signed, the one CEA the city has signed with Mastercard does have similar language.
“FTNO, Mastervard and MoCaFi swear that they have not employed or retained any company or person, other than a bona fide employee working solely for it, to solicit or secure this agreement,” it says.

Can I get a summary of what is going on here? Cliffs?

At the root of everything is that there was someone in City Hall working for their own interests.
Bid-rigging, no-bidding, self-dealing. The council is trying to get to the bottom of what the mayor's office actually knew and how far they were involved.
Ignite is the company that keeps coming up and "smart cities" was the initiative that allowed the flow of money.

Thanks. That's what I gathered but wanted to makes sure I was getting mad at the right thing.
Shady MFers.

I'd argue any Louisiana government, or maybe all governement.
At least this is coming to light with some people wanting to do something about it.

Is there a list of who received the payouts? I would be interested in links to the powers that be.

I don't think something like that has been found yet.
The council and inspector general are both investigating. The council is requesting documents, but Latoya is saying she can't release them or it will hamper the inspectors investigation. The council is making all the documents they get public so The Lens is able to pull the info from there.

Why it's more important than ever to get the hell out of the city.

Agree it is a stupid idea I would never sign up for, but you probably have a drivers license.

Yep, and NOTHING will happen. She knows it, and every Prog voter loves it.
Same thing with her taxes. Nobody cares as long as she's "owning the cons".

Yep
The tech guy in city hall allegedly set up some outside company(s) to contract with the smart city company ignite with a deal that will keep him tied to the deal for years to come. I think it’s a consultancy arrangement.
It’s crooked af.
Not sure if Latoya is involved but she might have a hand in it.
The question I’ve had all along as how this company, who is from Los Angeles, got the contract? Seems very shady to me.

They haven't really revealed how the initial meeting with Ignite came to be. Did they just prey on a weak mayor or did someone inside the mayor's team invite them in.
Hopefully they get to the bottom of it. Going to bet Ignite had an in via one of those "mayor conventions"

the city began paying 125 young people $350 per month on a city-provided debit card for 10 months, with no restrictions as to how the money can be spent.
All you need to know.
All you need to know.

You know who should be the most pissed about all this? Ray Nagin. He did illegal shite and went to jail. If he'd have just been a few mayors later, he'd have been able to do all this shite and it would have been racist to even ask about any of it.
