No, unless you want to consider Russian actions post-91 in Georgia as active measures. But generally it refers to something specific. I'm not making the term up. It's the term the Russians themselves use.

Russia is now advancing 2 miles a day. Pretty sure they will complete all of Donbas before Trump is elected.

Then claim it all, along with Crimea and in return they will not continue the march to Kiev, which at the current rate will take about a year.

With no funding from the US it will be a done deal. Wonder if we prosecute zelensky and try and get back the money he and his cronies have stolen?

Rheinmetall is building three separate factories in Ukraine. Turkish Baykae is also building a major factory. Ukraine is now the world's preeminent drone manufacturer, and lots of militaries around the world want those drones.

None of that is going away, because Ukraine offers an educated workforce for very low wages, due to the exchange rates.

Is that because "lots of militaries around the world" are incapable of making their own drones? or because they are incapable of making drones as cheaply as Ukraine? or because Ukraine has become the world military drone manufacturing hub?

Factually, drones have had the same effect on conventional naval and ground forces that machine guns did in WWI or torpedo/dive bombers did in WWII. But anyone who can reverse engineer a Walmart purchase is well on their way to making one.
