The fear is an immediate Russian collapse, nobody wants that to many risk for the winners, W Europe, US and China.
So a slow, methodical destruction of Russia (not one of the winners) mitigates some of those risk.

Ukraine has to get approval or risk the wesrtern aide. every thing the west has sent has come with preconditions of use.
And who is claiming this is not a proxy war? This is definately a proxy war. there have been numerous proxy wars between the US and USSR/Russia since the end of WWII. Korea was a proxy war, russian pilots even flew NK migs. Vietnam was a proxy war. Afghanistan was a proxy war. Even the middle east wars were proxy wars as russia tested its tans versus western tanks.

Their fear of escalation and fear of Chinese response, and the slow rolling of aide and newer, more modern platforms (aka MBT, longer range munitions, and fighter jets) has had the effect of prolonging the conflict.
add in the slow rolling in of sanctions to Russia that has also prolonged the conflict.
history has shown you cant effectively fight a war if you are handcuffing youself politically...
