Get over yourself. I will gladly donate to those in need if it gets ugly, which I hope it doesnt. I will be up there in a little more than a month. That won't stop be from criticizing the powers that be in California who bear responsibility for this situation. They've ignored this situation for over a decade.
FWIW, here's a great read on the utter failure of CA state officials and federal bureaucrats to address this looming crisis. This is all on them.

So, the snowflake are running around with their heads cut off, knowing this has been a problem for over 10 years and didn't take the time to fix it.

My bad. I was trying to point the finger at our bureaucratic, administrative state that knows no accountability and is directly responsible for this potential catastrophe along with CA state officials and Jerry Brown. Those parties were a constant through out this whether it was under Bush or Obama. Although I think both administrations shoulder some responsibility in letting the administrative state act negligently for over a decade. Bush was just as bad about it as Obama, lest you think I'm trying to scapegoat Obama.

the dollars used for infrastructure are usually a mix of local and State dollars with matching federal dollars
CA hasnt had state dollars to do this kind of work since Prop 13

Immediately after Katrina they had a special - Discovery or NatlGeo - talking about where the next Katrina could happen. They highlighted this exact scenario. Scary.

Hopefully the dam survives and this gets worked out with minimal loss.
On the bright side, I heard somewhere that the rain over the past few months has practically erased California's drought issue.
